Creating screen graphics for DVD-A menus

When you prepare a full size graphic for DVD-A menu, say a 16:9 full screen, what size file, and format do you save it to?

I have a large format scanner that is 11.5" X 17". So I can scan an album cover fairly easy missing only 1/2 inch along one edge.

I can scan in 600dpi, then after I trim and clean up picture, what should it be saved as for a DVD 16:9 menu?

I always used 720x480.
