If it is cheap, you have little to lose. It has a phono preamp built in that uses strain gauge cartridges for CD4 demogitating. It won't be high power output but should be a reasonable start into quad and CD4. If I found it locally and cheap, I'd jump on it as I already have the cartridges.

I bid $12 on it..I already have a "quad" Panasonic RE-7844..and it really sounds awesome..not hi power ..but it fills the bedroom nicely
