This happens all the time and usually has to do with budget restrictions. DVD's are easier to author and less expensive to manufacture than Blu-Rays.

Yes, of course. But DVDs support multiple audio tracks and formats including several options for lossless 5.1 audio. Looking at the amount of data on this particular DVD, I see that there might not have been enough space for a lossless 5.1 audio track. There is over an hour of video material on the disk.

Nevertheless, I am delighted that that there is a surround mix at all on the DVD - there were rumours that there wouldn't be.
