Looks like it.
So I'm guessing the official announcement will be around Labor Day (early September).
It's possible that the November release date is to coincide with the Rock and Roll Hall of Fame induction ceremony, which is that weekend.
Anyway, it's good to see a preorder up, which confirms that the release is indeed approaching.

The description on that page:
LIMITED SPECIAL EDITION The 4 albums will be released on Blu-Ray audio discs in Japanese mini-LP replica sleeves, packaged in a clamshell box. They include Toulouse Street, The Captain & Me, What Were Once Vices Are Now Habits, and Stampede. The albums will include quadraphonic and stereo mixes in high resolution 192/24 DTS-HD Master Audio.
So basically this release will be exactly like the Chicago box set.
