This is most likely a PAL disc although there is no designation on the box or disc. Definitely an import from Europe so it stands to reason.

RPWL is a great band that I got into based on the QQ mention of 'World Through My Eyes' SACD last year. This material (Stock) is great as well, having only heard the stereo CD in the pkg.

So I'm looking forward to hearing this material in the DTS format one way or another. For long range use, I'd like to make a DTS CDR that would work in my players.

Can I copy the DTS stream for this purpose? What do I look for?

Would be using Sound Forge 8.0 for this. Any input is appreciated...

Not as easy as you might think to DTS-CD.
You'd need to extract the DTS stream first - that's easy.
Then it would need to be decoded to PCM, resampled to 44.1KHz, and finally re-encoded back to DTS-WAV for a DTS-CD.
And that will reduce quality, as you'll be recompressing an already compressed file.
The easiest way would be to create a new DVD-V disc, in NTSC.

It's a shame that most US players will not also play PAL - all ours (at least, all DVD-A players and around 95% of DVD-V players) will output NTSC either raw or else as PAL-60.
