I find this listing rather intriguing. I'm not sure if it's a DIY project, or a kit or perhaps a commercial product that someone severely modified. I would jump on it out of curiosity and the fact that I'm sure I could make something useful from it, however the shipping cost is prohibitive. Its in the UK. I remember a few Quad projects in magazines like Practical Electronics circa 1971-72, early ICs were often in ceramic packages as well, so maybe its a DIY magazine based project. But it has been worked on post completion as those look like plastic cable tidies and most are the hand tied bundles as found in that era.
