Or there's no Volume control, or no Tuning control, unless Loudness is really Volume.

I suspect the loudness control is actually the volume. I don't recall variable loudness functions back in the day. I also suspect the "wheel" under the tuning scale is the tuner knob, and it also controls other functions based on the setting of the function switch.
