Alexa volume issues on Toshiba Fire TV

I can't seem to find anything about this, which is odd because it's a real issue for me. I have a Toshiba Fire TV. Alexa's voice is really, really low. Almost impossible to hear. When I am watching TV at a very comfortable volume, then Alexa's voice is almost impossible to hear. While she is talking, sure, I can increase volume of TV, but then when live TV comes back on it is incredibly loud, too loud.

Why doesn't volume of Alexa's voice mimic the TV volume? Very frustrating...
