Without being an electronics expert I will not think that a chipset is determining a players functionality. As far as I have seen the chinese company BKK is producing Oppo and a number of other brand DVD players using standard chipsets. I will expect the player functionality to be determined by these brands for selling in specified areas of the world.
 
You're right: what functionalities are present in a player depends from both chipset and firmware. Billions of players have the Mediatek 1389FE chipset, which does support dvd-a and sacd, however very few have these features enabled.
Hacking a firmware isn't a easy task at all.
