Phase Shift and Centre Extraction is included in the new Izotope RX3 Advanced.

Centre Extraction is not available on the cheaper Standard version.
The actions are under the Channel Operations function. The Centre Extraction has limited adjustments compared to Adobe Audition but is a lot faster and of course there is no scripting.
