I found a SL-D20 in a thrift store a few months ago and it works except for the grounding circuit. I simply don't have a cable.

Could I order a ground cable from Technics? I brought the table to Radio Shack but they didn't have anything.

 
There are two types of plug-in ground cables for Technics turntables, one has a solid metal plug, the other uses a dielectric plug much like a power supply does. Finding these cables is usually futile, unless you comb the as-is bins at thrift stores daily.
Much easier is replacing the cable with a permanent mount. If you see a metal pin when you look at the hole, just solder a ground cable to it. If it's just a hole (about 1/8" diameter), you have to solder it inside. If that's too much bother, strip about one inch bare on the cable, insert that much into the hole, and screw in a sheet metal screw wide enough to screw tightly and securely.
