Chucky, that is NOT Lou's schematic. It's a link to JVC 4DD-5 ( a very harsh entry level demodulator vastly inexpensive and easily available on fleabay).
Involve CD4....Is there any life in it????

AFAIK, the Marantz CD-400 is a JVC 4DD-5 clone.
I'm trying to find a way to use existing hardware CD-4 Decoder designs
(with some hardware updates) to simplify the creation of a new
(hopefully not to expensive) hardware CD-4 Decoder.
