Dolby and MPEG-H

I don’t know if this is the right place to talk about this but what I read is somewhat ”shocking” to me.
If you take a look to MPEG-H 3D Audio – ViaCorp you can clearly see that Dolby is involved.

What do you think about it?
Not immediately clear why Dolby would be listed as a "licensor" of this technology; I'd always thought it was developed jointly by MPEG and Fraunhofer. But Wikipedia says that MPEG-H "has various 'parts' – each of which can be considered a separate standard." So Dolby must control the rights to one of those "parts." (I think it's the A/342 audio standard for ATSC 3.0; Dolby AC-4 is part of that standard.)

The pool includes more than 90% of the patents needed to implement the new MPEG-H 3D Audio standard....
